Gypsy Corner CPZ
A monitoring exercise has been carried out by the Council to review the performance of the existing CPZ. The monitoring aimed to identify any operational amendments to the parking controls that could be made to ensure that the implemented parking controls are proving effective.
The Gypsy Corner CPZ was introduced in April-May 2006. In July 2006, Cabinet approved the review of this CPZ in the Borough’s CPZ Programme for 2006/07. The finalised consultation leaflets were distributed to residents and businesses in the area during March 2007.
The results indicated that since the introduction of controlled parking, 73% of respondents felt that parking in the zone has become either easier or much easier. 17% indicated that there was no change and 8% felt parking had been more difficult. The remaining 2% gave no comment.
56% of respondents considered the congestion problems within the CPZ to be better or much better, 38% indicated no change and only 4% felt that congestion had been worse.
From the responses obtained, it was determined that the existing operating times of 10am to 11am and 3pm to 4pm be retained, and also that the existing operating days of Monday – Friday be retained.
At the same time as the monitoring exercise, residents outside the CPZ were consulted to determine whether the boundaries of the CPZ should be extended. Ward Councillors agreed that the Consultation boundary for the proposed extension of the Gypsy Corner CPZ, and consultation documents were distributed to the following streets:
Allan Way, Alwyn Gardens, Court Way, Canada Crescent, Canada Road, Eastfields Road, Highfield Road, Kathleen Avenue, Lowfield Road, Lucy Crescent, Moat Place, Noel Road, Northfields Road, Norman Way, Saxon Drive, Walton Gardens, Walton Way, Westfield Road
The results showed that an overall majority of respondents were in favour of joining the Gypsy Corner CPZ. However, on a street-by-street basis, only the following roads were in favour:
Allan Way, Alwyn Gardens, Court Way, Canada Crescent, Canada Road, Eastfields Road, Noel Road, Saxon Drive (up to its junction with Westfields Road), Walton Way, and Wilfrid Gardens
On the basis of the consultation results, an extension to the existing CPZ, for those roads that clearly support it, has been recommended to the Acton Area Committee. Although both Kathleen Avenue and Lucy Crescent voted to remain outside of the CPZ, the Council Officers report stated that parking pressures will increase substantially in these two roads, once all the surrounding roads are brought under control. Leaving these two small roads uncontrolled is likely to turn them into free parking spaces for workers of Carphone Warehouse. Hence it was recommended that Kathleen Avenue and Lucy Crescent be included in the proposed CPZ extension.
The report on the consultation further recommended that the roads to the west of Eastfields Road that did not support a CPZ be informed of the results of this consultation, the decision of the Area Committee, the likely adverse effect of the new extension of CPZ on their parking situation and be re-consulted. These roads are: Highfield Road, Lowfield Road, Moat Place, Northfields Road, Norman Way and Westfields Road.
The proposals were agreed by the Acton Area Committee at the 6th June 2007 meeting. The extension of the CPZ now has to be accepted by the Cabinet. Implementation of the CPZ works will be carried out when funding can be identified. The total costs are estimated at £27k. The likely timetable for completion is as follows:
